Outpatient Counseling
Outpatient counseling services for substance abuse concerns are available at most
Burrell outpatient clinic locations.
We have certified substance abuse counselors who are able to work with you on drug and alcohol
concerns impacting you and/or your family.
Comprehensive Substance Treatment and Rehabilitation (CSTAR)
CSTAR is an intensive outpatient treatment program for substance abusers that encompasses three levels of
treatment. A client may enter at any level of intensity and can move between levels as needed. Following a
computerized assessment and diagnosis, the client is assigned a counselor and a Community Support Specialist.
Treatment is individualized and based upon a holistic approach to recovery. Treatment may also focus on such
issues as co-dependency and family relationships. Legal, mental, physical, employment, educational and spiritual
issues may also be addressed. Services include:
- individual or group counseling
- group education
- community support
- family therapy
- co-dependency counseling (individual and group)
- day treatment services

MOSBIRT PROJECT -- Missouri Screening, Brief Intervention, and Referral to Treatment.
The purpose of the MOSBIRT project is to serve as a substance abuse prevention and screening source for
individuals seeking medical treatment. It is currently located in the Cox North Emergency Room and consists
of eight Health Coaches who perform the patient’s screening, and if needed, they perform a brief intervention
and/or referral to treatment. Those at risk are offered 1 to 6 brief, evidence-based sessions to reduce risky
behavior. With this early intervention, the lives of these individuals can be altered by preventing future
substance abuse and dependence. The grant is funded by the Substance Abuse and Mental Health Services
Administration and was written by the Missouri Institute of Mental Health in collaboration with the Missouri
Department of Mental Health. In the coming months, the project will be expanded to one or two more urgent
care or health clinic locations.

Intensive Substance Abuse Programs
