Understanding ASAM and Its Impact
What is ASAM?
ASAM stands for the American Society of Addiction Medicine. Their mission is to enhance addiction prevention and treatment through high-quality, evidence-based standards.
The ASAM Criteria help us determine the best level of care for individuals based on their specific needs. As of April 1, 2024, we will be using ASAM Levels of Care to provide more tailored and effective services.
What Happened to CSTAR?
CSTAR, which stands for Comprehensive Substance Abuse Treatment and Rehabilitation, has been the standard for substance use treatment in Missouri. It’s still in place, but we are integrating ASAM principles into our CSTAR programs to improve the quality of care and align with new standards.
How Will This Affect You?
- Service Continuity: There will be no changes to how you access our services or the evaluation process.
- Enhanced Care: The ASAM Levels of Care allow us to better match our services to your needs, improving the quality of care and expanding available options.
- Eligibility: ASAM services are available for youth aged 9-17 and adults 18 and older. Note that youth aged 9-11 are not eligible for certain residential services.
- Residency Requirement: You must be a Missouri resident to qualify for ASAM services.

For specific information on the treatment of Opioid Use Disorder click here. In central Missouri, we offer substance use disorder services on an outpatient basis.
1.0: Outpatient Services
Services are offered on a frequent, almost daily basis. Services include Individual counseling, group counseling, group education, peer support, case management, MAT services (suboxone). Participation is client-driven to participate at the level that best fits their needs.
2.1: Intensive Outpatient
For clients who have a demonstrated need to participate in outpatient services for more than 3 hours per day and/or 10+ hours per week. Eligibility is reassessed at least every two weeks
2.5: Partial Hospitalization
This is a community-based primary treatment level of care. It is the most structured, intensive, and short-term service we provide without admission to a residential program. Services are offered on a frequent, almost daily basis. Unless contraindicated by the individual's medical, emotional, legal and/or family circumstances and unless residential support is provided and/or if otherwise authorized by DMH, structured services are offered at least five days a week. At least one hour of service each week will be individual counseling. Additional individual counseling will be provided in accordance with the individual’s needs. clients participate in the residential daily programming but are able to leave and live/work as they would at home.
3.2: Withdrawal Management
Non-Medical treatment setting for those wanting to begin residential care but first need support to navigate withdrawal symptoms. Integrated into a more traditional “residential” treatment program, clients have access to a full array of residential treatment, with additional support to manage and mitigate symptoms of withdrawal until they can fully participate in residential programming.
3.5: Clinically Managed High-Intensity Residential
An intensive level of care where clients reside at the facility and receive treatment in a safe environment free of illicit substance use to learn and practice skills necessary to maintain recovery in their home environment. Clients will participate in at least 20 hours of services per week. At least one hour of service each week will be individual counseling. Additional individual counseling will be provided in accordance with the individual’s needs.
